OVERVIEW

At the Headwaters of the San Antonio River lies one of the city’s most culturally, ecologically, and spiritually significant landscapes.

Headwaters Sanctuary encompasses approximately 50 acres of protected land within the urban core, preserving spring systems, riparian habitat, heritage trees, archaeological resources, and evidence of human connection to the site spanning thousands of years.

As the organization looked toward the Sanctuary’s future, the challenge was not simply how to improve the site, but how to welcome people into it without compromising what makes it extraordinary.

The Headwaters Sanctuary Master Plan establishes a long-term vision rooted in four guiding principles: Conservation, Stewardship, Education, and Connection. Through a light-touch approach, the plan creates a framework for restoration, learning, interpretation, access, and visitor experience while protecting the ecological, cultural, and spiritual integrity of the landscape.

RESULTS

Headwaters Sanctuary now has a coordinated framework for protecting the landscape while expanding opportunities for education, stewardship, and meaningful public connection. The completed master plan:

Establishes a long-term strategy for approximately 50 acres protected under conservation easement
Organizes restoration, education, access, interpretation, and stewardship initiatives across seven distinct visitor experience zones
Creates a phased implementation framework spanning early action, near-term, mid-term, long-term, and ongoing initiatives
Develops a visitor arrival strategy with approximately 50 visitor parking spaces and 6 staff and volunteer spaces
Envisions a welcome center capable of supporting staff, volunteers, researchers, educators, and approximately 80 visitors at one time
Prioritizes habitat restoration, trail improvements, outdoor learning, wayfinding, interpretation, and visitor experiences while minimizing disturbance to sensitive resources
Provides a long-term stewardship framework centered on restoration, monitoring, education, volunteerism, and adaptive management

THE OPPORTUNITY

Headwaters Sanctuary needed a vision for its future that could strengthen public access and educational opportunities without compromising an exceptionally sensitive landscape.

The master plan needed to:

Protect the springs, riparian corridors, heritage trees, habitats, and archaeological resources that define the Sanctuary

Create meaningful opportunities for visitors to experience and understand the source of the San Antonio River

Integrate ecology, cultural history, Indigenous connections, spirituality, education, and stewardship into one cohesive experience

Improve trails, circulation, interpretation, outdoor learning, and visitor amenities through a light-touch approach

Create a practical, phased strategy for long-term restoration, management, programming, and investment

OUR APPROACH

Urban Alchemy Collective served as Prime Consultant, leading a multidisciplinary planning process that treated the Sanctuary as more than a collection of individual improvements.

We began with the understanding that ecology, culture, history, spirituality, education, and visitor experience could not be planned independently. Every recommendation needed to reinforce the larger story and long-term stewardship of the landscape.

The plan organizes the Sanctuary into seven experiential zones: The Awakening, The Crossing, Cathedral of Trees, Field of Becoming, Flowing Veil, Hidden Course, and Spirit Reach. Each creates a distinct relationship between visitors and the landscape while supporting specific ecological, educational, and interpretive goals.

Rather than treating implementation as a single construction project, the master plan establishes an evolving program of restoration, education, monitoring, volunteerism, and adaptive management designed to care for the Sanctuary for generations to come.
